The OP did not say they were using FTP directly; they said they were using some product from "Townsend."

Perhaps that product is actually saving the IFS streamfile in a save file, and then using FTP "under the covers" to send the save file, and then restoring the *STMF from the save file? In that case, the authority settings on the source system would "matter" ... I think.
