The IDENTITY column is restricted to SQL, so there will be no luck with that in DDS; if even that is what they want, since the RRN has nothing to do with IDENTITY. Normally a primary key would be used to identify the row, and that may be the IDENTITY column value, but often there are other columns that [would be used to] uniquely identify the row. A couple links about inserting data with identity and creating or modifying an identity column:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/sqlp/rbafyinsertidentity.htm
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/sqlp/rbafysqlpidentity.htm

That they want the Identity_Val_Local likely implies they want a SQL TABLE with an IDENTITY column for which after the INSERT they can determine the "identity" of the row just inserted; its identity has no correlation to RRN, except by chance. The function by that name is documented here:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/db2/rbafzscaidentity.htm

In v6r1 there is also SELECT FROM INSERT support:

I'm out of my league on this one but I'd like to know if it's
possible to define a field in DDS that will hold the RRN without
having any programming to populate the field?

We are trying to update fields in an AS400 file from the web server using SQL. Our web people are saying they need the RRN in
the file in order to insert the record using SQL. They asked if
we could create a field and use the function Identity_Val_Local but we've got no experience with it.

Does anyone out there in AS400/iSeries land know how it's used?
