Pete,

I would expect the file level ID to change every time you create the
file. That's working as designed given that part of the file ID is
the date and time.

However, a level check is only thrown when the Record Format ID
changes. According to your post, that has not changed.

Either you're behind on PTFs, or more likely the file being opened
isn't the one you think it is.
