I got this working pretty well so far...

1. Merged SI35856 into the 5.4 image with PTFFORM.EXE
2. Created two response (.iss files). One that will handle
upgrading from 5.3 and the other which would be a fresh install of 5.4.
3. Placed the image on my SYSVOL share
4. Created a powershell script that would run as a scheduled task
as an admin

One thing I am not sure about is if Client Access will need admin rights
to install any service packs with the 'silent' option under 'system I
access for windows properties' dialog?

btw, how does the service level check work? Does the user need admin
privilege to install the SI?

I can't answer the GPO question, but yes administrator rights are needed
to install the service packs.
