Go to www.tucows.com and searh on HTML Editors.
There are several FREE HTML editors out there that have excellent user
ratings and very high numbers of downloads. Most of these are WSYIWIG or
Edit screen and prompt or guide you through HTML syntax if you use the text
editor or generate it if you use the GUI.

CoffeCup Software has an excellent one. There are several others and all
free. Note: the free ones try to get you to buy their FEE based editors but
the free ones are great starting points. If you browser around Tucows you
will find thousands of great and often FREE software for all sorts of
Internet related tasks. There are is also SHAREWARE and DEMOWARE stuff out
there. Check the number of downloads (good stuff has thousands) and don't
download anything less than 4 cows.

You can easily create static HTML pages using most word
processors.

That may be okay for a quick and dirty solution, but HTML generated from
Microsoft Office is horribly formatted, and a terrible example to learn
from.

At some point, go to http://www.w3schools.com/ and begin with their
tutorials. Properly designed & formatted HTML is so much easier to work
with - over time.
