ILE C became available along with ILE itself in the the V2R3 release.
Prior to that a C compiler was available (V2R1?) which generated OPM style code that ran in its own pseudo-ILE world. I'm darned if I can recall what it was called - I think it was based upon the Pascal run-time support but wouldn't swear to that.
Because this effectively emulated OS functionality, but at the application program level, it was slow as molasses. As a result a "special" C compiler known as System C was introduced. This filled the performance gap until ILE C came along.
