I think the ability to reuse deleted records came well after the system
formerly named i left the paisley palace. IBM's pretty good at not
breaking existing code. The default is probably just the only option
that was available before reusedlt existed. If you always use unique
keys, there's no down side. If you rely on the physical order of the
rows in the dataspace though (bad-bad), you will break things.
