The system maintains a "database" of what PTFs are installed (and their status, either temporary or permanent), so if a PTF is already applied, the system does not attempt to install it again but just skips over it.

Suppose you downloaded several PTFs and applied them individually, the next time you apply a PTF package (either a full Cumulative package or a Group PTF package) that may include the same PTFs, the system recognizes that they are already applied.
I believe PTF processing has always worked like this.
