since they rely (or benefit greatly) on low level functions in the OS.

That's not really the case with the HTTP protocol and HTTP server APIs, which are more open than Telnet.

What IBM could do is generate code from compilers to interface with the HTTP server through read and write opcodes. I think most RPG programmers would "feel" more comfortable with that, but that would be a benefit of a high-level interface - not low-level.

However, if IBM didn't provide read and write opcodes, anyone can still write their own high-level interface using ILE procedures instead, so that the amount of code you write for a Web app is essentially the same as if you were using read and write opcodes.
