If it is a damaged object a RCLSTG is a waste of time. Once a save flags
it as damaged you have to delete it off of your system, and, if
applicable, restore from backup.
Same thing if it's a *MGTCOL or a *FILE. Ok, if it is in an IBM library
if you want to call IBM first and be told to restore from a previous
backup then that will help to CYA.
The short term corrective action will always involve deleting the object,
and optionally restore it (if it's not a transitional object like
*MGTCOL's). Perhaps your point is whether the restore should be a simple
RSTOBJ or a reinstall OS and all applicable ptf's (depending on the
object).
The long term corrective action is to get IBM to stop damaging objects in
the system. Hence my pmr spanning versions and releases of the OS. So,
if you're going to pursue the long term corrective action anyway by
calling IBM, then, by all means, call them before deleting the object.
That might help them to get "create date", "change date", etc so when they
start checking vlogs and what not they have a time frame.
