Simple! If you want to move an application between multiple machines,
you need: (1) a separate license per machine or (2) a "site" license
which is not locked to a particular machine. Of course, such a license
will cost more, even if you don't use the application any more or get
any more business use from it. <crooked grin>

We have the same problem on the z/OS system at work. In a parallel
sysplex, work can be spread over multiple machines but still present a
"single system image" to the end user. But specific work must be
directed to the machine which has the license for that product. Or a
"site" license is needed which is time locked, but not serial number
locked (we have some of these on z/OS).
