/tmp is just an ordinary directory, like any other directory on your
system. The name stands for "temporary", and by convention is used for
temporary files.
But that's just a convention -- it's just an ordinary folder. You could
potentially write software that uses it for permanent, important files.
Unlike the QTEMP library, it's not automatically cleared, and it's not
specific to a job. It's just an ordinary folder.
However, HOPEFULLY, nobody is using it for non-temporary files.
I would delete anything in the folder that's older than your most recent
IPL. You can potentially delete stuff that's newer than that, but you
should make sure no active program is still using them (which is harder
to do, unless you're comfortable with everything your programs do...)
