If I am planning on doing some more restricted state stuff after an ipl to
apply ptf's or some such thing I run into a problem using the command in
the subject. Basically the first IPL after an upgrade is a cume. The
upgrade tries to run the INZSYS. Since the system is already restricted,
no such luck.

What needs to be running for the INZSYS?
