To reiterate, "The commands that exist in the *PRV release libraries
do not reflect what products are installed on the current release; the
list is static, as created and saved on to the LPP media" by IBM. What
commands exist in QSYSV#R#M# is not dynamic since which commands are in
those libraries is "not updated as current release products are removed
nor added." The commands that exist in every copy of the Previous
Release CL Compiler LPP\option remains constant, irrespective of what
entitlements might exist for any one system\partition where the
LPP\option is installed.

you might have the license - see who has the proof-of-entitlement
stuff, check with a business partner. I know - there isn't time right
now, but eventually.
