As I recall that message, and as inferred from presented context,
would imply the restore request has successfully restored the private
authorities of the user profile, but not some of the attributes of the
profile itself; e.g. perhaps not the SPCAUT(), GRPPRF(), SUPGRPPRF() nor
PASSWORD(), and presumably not mentioned, but also not the Interactive
Profile Entry.
There is a /newer/ parameter SECDTA(*PWDGRP) that can increase the
amount of information restored for a request other than what comes with
the Disaster Recovery invocation using USRPRF(*ALL). This may be all
that is required for the given case.

To get a full restore of the profiles, minus effectively temporary or
at least system-specific [e.g. registration & session] details, may
require mimicking a DR scenario whereby all user profiles are restored
where none exist [excepting the system user profiles that were created
as part of the install]. It is generally undesirable to try to effect a
DLTUSRPRF and RSTUSRPRF to /refresh/ a user profile on another system,
not only due to the amount of work it would entail, but those
system-specific and temporary details would be lost on the target system.
There is an API QSYRUPWD to retrieve the encrypted password, and a
corresponding API QSYSUPWD to set the encrypted password for a named
user profile, if that is desirable; e.g. as the only change to be
transmitted to the target system, versus the private authorities and
other attributes that can be restored.

I suppose that makes sense, but would mean that I'd need to delete
the existing profile in order to get a refreshed version of user
profiles onto a QA box.
