I don't know what to say about the 4 fans or the power consumption, but when I built my computer room, I went with 6-8" interior walls, extra insulation, 5/8" wallboard, and a portable air conditioner that vents into the air-intake duct of the furnace, to cut down on noise.

usage climbs to 350W. Since the system is idle, waiting to be
configed, I guess the SAS drives are not spinning. The power usage
does not seem to warrant the 4 fans running.

are there low cost enclosures that servers can be placed in to wall
off the noise? What I saw in a web search was too expensive at $3000.
