No and no. Product libraries are added dynamically as commands and menus are run. Just because a certain command or menu is active in the submitting job doesn't mean those product libraries should also be in a submitted job.

Maybe I should report this to my software vendor
exactly where the error occured. Maybe they missed adding a product
library to a particular command.

That's more likely the root cause of the problem, or they've not used to proper job description, or the job description doesn't have the proper library list.
