The terms "flat file" and "automatic" don't seem synonymous to me - but that's probably just me.

I can't provide a direct solution, but perhaps something to investigate. Our warehouse uses a PC to schedule UPS shipments and calculate rates. Not really sure about the implementation details, but it seems like a web service to me. I would think that both UPS and FedEx would have such services, though it may require a subscription.

If such service is available, you might look into Scott Klement's HTTP API on his web site (www.scottklement.com) to invoke a web service from an RPG IV program. Never used it personally, but I always try to keep it in the back of my mind in case we ever need to use a web service. And it would be automatic if it suits your needs.

Google, searched "ups rates file", second result titled "UPS: Daily Rates" offers an excel spreadsheet.....
Google, searched "fedex rates file", first link titled "FedEx Rate Tools" offers selective downloads in many formats....
