We are more looking for an automatic way with this Eric.....not having
someone loading the rates manually.....and we need to catch the rate
changes prior to their change...and we do not want to have someone looking
at their website everyday for rate changes.....

Did you even try looking for them?

Google, searched "ups rates file", second result titled "UPS: Daily Rates"
offers an excel spreadsheet.....
Google, searched "fedex rates file", first link titled "FedEx Rate Tools"
offers selective downloads in many formats....
