I would suspect that one developer at one time put QTEMP high in the
QUSRLIBL. And then the other developers beat the snot out of him because
of other applications they had that stopped working because they used to
either have QTEMP low in QUSRLIBL, or not at all. For instance the other
developers put a copy of a file in QTEMP and now that bad boy is high in
the library list and all heck breaks loose. (The bruises have faded on
me. QTEMP is now at the very end of QUSRLIBL and the various job
descriptions and other storage of library lists.)

James, in your case, since you're a developer of software to be
distributed, I would simply qualify QTEMP in all files you want in QTEMP.
Much easier than trying to beat your customers into submission. And more
profitable by reducing support calls ( and headache medicine).
