This I think they do. Granted it's a one or two page thing that
summarizes it up and says where to start on the internet.

Printed manuals are a disservice. What happens with them is that people
will use them instead of checking for any updates on the internet. And
then they miss cool new stuff or "it's curtains for the free world if you
press this one button" goof ups in the printed document.

I'm sure many of us know someone who still uses a V3R2 copy of the RPG/400
Reference because it's printed.

The "Memo to Users" changes so often it has it's own "What's new" section.
The V5R4 has a half of dozen documented updates in it's "What's New"
section.
