It happened every time.

Chuck's solution of STRTCPSVR *DBG followed by a short delay and then
ENDTCPSVR corrected the problem.

just a guess. probably does not apply to this. when you
install a new release or possibly get a new system, system
objects are initially compressed. on first use they are
expanded. the expanding might take a few seconds per object.

is strdbg slow the first time a specific program is debugged
or every time?
