Check the Restricted rename and unlink value for /TMP. I believe it
should be set to *NO. IBM made some changes about this a couple
releases ago.

The RTCP function requires the use of an Integrated File System file whose
name is /TMP/EMHDR001.TXT. The delete/unlink for this file has failed. The
errno return from the call is 3027.

3027 says:

3027 Operation not permitted EUNKNOWN.

Recovery says delete and retry, but that doesn't work.

I have looked for PTF's with no luck and this is a critical application (911
updates).

Any help would be appreciated.
