I need to change the owner of all IFS files which are currently owned by a specific user.

How about:

CHGOWN OBJ('/folder1/file*') NEWOWN(NEWOWNER)

This changes the owner of every file in folder1 whose name begins with
"file" to be owned be NEWOWNER...
