the file must not be in use. Are there any locks on the file? Does it
work if you do ALCOBJ *EXCL on the member (in the same job) before using
UNDEL2?

The file in question is a physical file. It was created using DDS. It was
created in 1995. It has been through a couple of hardware and OS upgrades.
The file is not keyed. The file is journaled.
