Is the attn light on the system unit?
-maybe the console is disconnected from the system.

And, of course the question we should have asked first....

Is the keyboard plugged in properly????

sorry to explain you my situation again.

1 .system is in restricted state
2. FSS started and between we got the message
3. we have the dumb terminal
4. I tried all the key's in the keyboard(shift + Esc, Esc, Ctrl ....)
but its not reflecting the console.

is that only way to power off the server?

Wrong. You can do a SysReq-6. However changing QSYSOPR to break AND
PICKING A SEVERITY is not a bad idea. Failure to pick a high enough
severity may result in backups being hung up by crud like a comm line
reporting a failure to connect. Like you give a rip when you have the
system in a restricted state.
