I agree with Ronnell - we have some entries that were created by people
that haven't been here for 10 years. It's the USER parameter on
CHGJOBSCDE that you change, and that should work.

You are able to change the user profile that the scheduled job will run
under. If you take option 2 and change the user profile parameter. If
doesn't matter who scheduled the job, but the user profile that the job
runs under is what matters.
