This sounds like the same problem I had. Take a look at

The work-around was to not use flat files (created with CRTPF
RCDLEN(XXX)). IBM's recommendation is to create the a file with SQL, as
documented in APAR SE28511, although you can also use DDS as long as
your default CCSID is set, or you specify it explicitly for the field.
