The "rm" command is just an ordinary i5/OS program. To see the program object, type:

       WRKOBJ QSHELL/RM

It's just an ordinary program, just like those that you might write in RPG or CL or COBOL or whatever. In this case, it happens to be written in C++... but it's just a program.

Like all i5/OS programs, you can delete it while someone is running it. That person who is running it will be able to continue to use it until they actually exit the program.

Granted, you may end up deleting a program that will stop the OS from functioning, which would bring the system down, adn therefore stop the command the "hard-way". But... it's not a great area for experimentation.

Also makes me wonder if it would just "die"

In the middle because the stuff it needs to do the rm -r would be
deleted in the process....hmmm....anyone ever done this and care to
share a story.
