I have an app that issues FTP commands to generate a directory listing of the folder. I then use RPG to read the directory listing, and parse out the file name value. I then pass the file name value to a function that checks for the existence of a file in the IFS. If the file exists in the IFS then I can move it to where ever I want in the IFS. If I can't get a lock on it to move it I use the Sleep() function from QCLE2 and delay for a bit and try again. By virtue of being able to move it I'd know the FTP has finished. Hope that helps.
