How do you know what is striking? For example if they are testing a "Claims" system as the email alludes then maybe the strike is in the healthcare claims workers and there will be no one there to verify the results of the test? Then again, maybe your point is valid anyway, because it may not be IT that is offshored, but their health claims. At least it wasn't onshored to American Union scum. After having to live in a house as a kid with 4 older brothers and mom and dad in the same bedroom because the carpenters went on strike for a year I've learned that American strikers can often be more persistent.
