This (XP tour in Help) did the rounds shortly after the release of XP.
To see it in context the url is something like 
file:///C:/WINDOWS/Help/Tours/htmlTour/best_secure.htm  and the image
has the alt text of 'Photograph of a room full of computer servers' 
ISTR that MS soon got wind of this, and replaced the image in the
online version with some PCs running Windows instead. Possibly the URL
was changed to not_so_best_secure.htm as well ;)
