We've been doing that for over 50 years.  We commonly build small plants. 
Typically in rural areas with a large farming population.  Often we land 
contracts to manufacture products currently made elsewhere in the US. 
Granted, a HUGE part of it is our engineering department (and I like to 
think our department also - we are listed as one of the 4 cornerstones of 
the company).
