A robust, bug free, exit point program will be effective.

Some will argue that if you have correctly set your access on your entire 
IFS, and set a home directory on the user profile, then that will be 
effective also.  However, invariably someone will create a new directory, 
etc, that they will leave a default for *public wrong and this ftp session 
can then get to it.

Militarily there is something to be said for defense in depth and do both.
