"quote" is a client subcommand that says: run the next thing on the server. As Michael said, "quote site nam 1" will do nothing on a Windows FTP server. Just as "quote site nam 0" would do nothing - it has no meaning, there are no libraries on a Windows box. As with all things in FTP, if an error occurs, it'll try to keep going with the next command you give it.

So "quote site nam 1" is meaningful only if you are on a non-400 FTP client going to a 400 FTP server. (You can run it from a 400 client, but I don't see much sense in having a different naming format on the 2 400s.)

you don't need the quote site...it won't matter anyway because Windows doesn't recognize it...here's an example of an AS/400 client to a Windows server...after I logged on I issued the namefmt command...

  500 'SITE NAMEFMT 1': command not understood
  Client NAMEFMT is 1.
> lcd /wcslog
  Local working directory is /wcslog

the 500 message is coming from the windows server..it doesn't
understand...the Client NAMEFMT is 1 message comes from the AS/400
client...and you can see that it worked because the next statement is a
Local Change Directory to a directory in the IFS.
