You could use a NEP that utilizes the QUSLJOB api to list jobs (on an interval) and see if the job in question is running. Then again, if this NEP dies also, you're toast. Could schedule a lot of jobs on WRKJOBSCDE to check using QUSLJOB. Or maybe not so often. And it could just be a backup to check that the NEP is running.
