You might check out dnydns.org. Some routers will automatically set your IP address on an account at DYNDNS. This allows you to have a URL that points to a dynamic IP. Keep in mind that most cable modem companies block inbound on port 80, to prevent customers from hosting web sites without paying a premium. You can, however, come in on port 85.
