Just want to know if this is "as designed" or...

The scenario is:

Data libraries have no links to other libraries:
the logicals are in the same library
the journal and the receivers in the same library
the query in the same library
and so on.

The night backup is done with the system dedicated so no
locks on any object.

Yesterday I restored a library (saved on Saturday) with the
same name and after deleting the original one. The result
is that the journal receiver is in "PARTIAL STATUS" and the
new one (generated in automatic and without warning) start
with a sequence number 1. Nothing terrible but the previous
receiver is no longer usable.

I read the Backup and recovery guide: 

The partial status of a journal receiver indicates the
following:

.... 
A journal receiver was saved while it was attached to the
journal. This means that additional entries may have been
recorded in the journal receiver after the save operation
occurred. The receiver was later restored, and no complete
version is available. 
....

i'd like to have your opinion if this is an error or just
as designed, I mean should I issue a chgjrn on any journal
before saving?
