I've written CLP's that look in an inbox, usually /QTCPTMM/MAIL/USERNAME. You can read those STMF's and find the information that the user requested there. It used DSPLNK to a spool file, then CPYSPLF to a flat file, and then read each record looking for .NOT files. Once it found a .NOT, it copied it to another flat file. The email is readable. Attachments may have to be decoded, but you said they would be using the subject. That's really easy to extract. It would probably be easier to write the program in RPG using API's to read the files, etc. I just ran them once a minute, I don't know how you could "trigger" the process.
