Ladies and Gentlemen:

I'm having some difficulty with the CCSID of newly-created *STMFs in an
IFS directory. The files contain ASCII text (actually XML), but they are
being created (from the UNIX-type C runtime calls) with a CCSID of 37,
instead of 819. When the file is then opened from another program, the
CCSID mismatch turns the contents into garbage.

I thought I was already doing everything I could to force the file to be
created with the correct CCSID. What could I be doing wrong? (I'd include
the appropriate source fragments, but the box those source members are on
is currently powered down).
