Loading everything at once is usually only a problem immediately after an upgrade (when you're on the A side with no PTF's.) As long as you're on the B side and have a previous cume installed you should be able to load all and do one IPL. I typically do the CUM first, then HIPERs, then all of the groups (in whatever order the pile of CDs winds up in). Once everything is loaded I'll schedule the IPL to do the apply.
