If your an application user and you upgrade to a new operating VR, then you have to test. If you apply PTFs to an already existing VR, you have to test. If your a developer and want to upgrade to a new VR you have to be aware of what your customer VR spread is. If you are crazy, you will tell your old VR customers that you won't support them anymore. If your not in that state of mind you will come up with a scheme that will allow you to support multiple versions of your application. My question: why all the waste words about retrofitting previous VRs with new features? It just wasted time.
