The ENDOPT on the SAV was *rewind so I would have guessed that it would have
rewound the tape before the DSPTAP.  The DATA Parameter on the DSPTAP was
*SAVRST.

As long as it is OK to do both a SAVLIB and a SAV to the same tape....I'll
look at the CL again and then the job log.  Maybe something is hosing up the
first SAVLIB and my MONMSG is suppressing it.

DSPTAP has a number of options, DATA in particular, check the value you are
using.
Also, have you done a CHKTAP ENDOPT(*REWIND) after the last save?

I wrote a pretty simple CL that does an INZTAP, a SAVLIB *ALLUSR and then a
SAV on specific IFS folders and files. The final step is a DSPTAP.  The
SAVLIB ENDOPT is *LEAVE.

DSPTAP is only showing the SAV contents, not the SAVLIB AND the SAV
contents, which is what I would expect. Did I miss something or can't you do
both a SAVLIB and a SAV to the same tape?
