Would anybody happen to know:

1. When was the QFRCCVNRST system value introduced,

2. What possible reason would it have for having a possible values
requiring conversion of all restored objects (whether they need it or
not),

3. Why would anybody in his or her right mind actually set it to convert
everything, whether it needs it or not?

WHAT WERE THEY THINKING?!?
