If you're just looking for a way to have the program stop so you can put it in debug then what I do is add a line which tries to add a fictitious library. This will generate an error. When I'm ready to continue I go to QSYSOPR and answer the error message with 'I'. You should be able to submit a job to HOLD. This will allow you to debug, etc, it. I can submit a simple command to MSGW, but not an existing program.
