Just to be sure I'm understanding, is that another way of saying that the default values are more likely to be appropriate?

No, I wouldn't say that. When the override is issued with QCMDEXC from the same program that is opening the file, there is no OVRSCOPE parameter that can be used which will cause the override to not be applicable to that program.

So it doesn't matter (for that program) whether you use the default OVRSCOPE value or not. The value *does* matter for *other* programs, both within and outside of the activation group.
