All I can tell you, is that in the State of Minnesota (where we collect sales tax for TAA Tool), zip codes rule for tax.

This is program defined file you are dealing with in the concatenated city state with no rules.
Zip code is not good for taxing jurisdictions either. There is a statistic out there some place that says this is a real NO NO
