Authority is controlled by the system the files are on, not by the system
they came from.  It's quite possible that the file you are FTPing is the
PAYROLLMAS file, and only JUDY is authorised on Box A.  You FTP it to Box B,
where JUDY isn't even a user profile.

The bottom line is that you will need to check/set authorities on Box B
after your files get there.
