MC Press's Online newsletter contained a link to a free tool (JWSPLF)
that will do both of these tasks out of the box.  It is a WRKSPLF
lookalike with a bunch more actions.  The tool doesn't have the messages
option, but does discuss how to include it yourself via an API.

Here's a link right to the utility - I used it yesterday and installed
the executables.  It took 20 minutes and works like a charm. Typical
create SAVF, FTP to the SAVF, restore the library.   It also includes
source if you are interested; it is coded in Java.
