Writer is ended but cannot start it because "Writer PRTP4 cannot use
device PRTP4 because the device is not powered on or varied on or is in
use by another job.

You would think I need to vary it on, but the device status shows "PRTP4
ACTIVE/WRITER         PRTP4       QSPLJOB     513039".

I have had this problem before and the support line told me to run a
command that fixes this issue.  I forgot what the command is.
